From raw signal to actionable demand.
A practical framework for turning available observations into a scoped audience, activation plan, and feedback cycle.
Define
Specify the customer, offer and market. Document geography, inclusions, exclusions, and the acquisition decision before selecting data.
Detect
Identify relevant available signals. Record what was observed, what was inferred, coverage, source permissions, and the observation window.
Resolve
Connect appropriate data attributes where permitted. Review identifiers, deduplication, granularity, confidence, and unresolved records.
Verify
Apply fit, geography, recency and relevance criteria. “Verified” describes a criteria check, not an interview, confirmed purchase intent, or guaranteed result.
Prioritize
Organize audiences around likely commercial usefulness. Explain the rules and missing-data treatment. Multiple signals can add context, but overlapping evidence is not independent proof.
Activate
Prepare intelligence for supported acquisition channels. Confirm destination eligibility, format, suppression, responsible owners, and campaign requirements.
Measure
Evaluate downstream outcomes where customer data is available. Use comparable windows and consistent opportunity and revenue definitions. Correlation does not establish incremental impact.
What can be inferred
Available observations can support a relevance hypothesis, a relative priority, or an aggregate market pattern within coverage limits.
What cannot be known
Signals cannot establish whether a person will buy, their budget or authority, private circumstances, or permission for a specific outreach channel. Signals are probabilistic because the same activity can have multiple explanations.
Why timing and outcomes matter
Recency helps judge whether context still applies. Customer outcomes help test whether prioritization was useful. Both should be interpreted alongside coverage, execution, seasonality, and data quality.

Detect
Identify commercially relevant signals.
Verify
Combine appropriate data, audience characteristics, geography, and other context.
Score
Prioritize opportunities based on available evidence.
Map
Understand where demand is concentrated.
Activate
Put intelligence into customer-acquisition workflows.
Learn
Use downstream results to inform future audience and market decisions.
What does “verified” mean?
Verification means applying defined criteria to available data and signals to improve relevance for a particular market, audience or use case. It does not mean every person is guaranteed to purchase.
Criteria that may apply to a program
- Identity / record validation
- Geographic fit
- Customer-profile fit
- Signal relevance
- Signal recency
- Serviceability
- Audience eligibility
- Deduplication
- Suppression
- Program-specific criteria
